How can a public entity buy without issuing a full RFP?

Intergovernmental cooperation statutes in all 50 states let eligible entities purchase from contracts like it to satisfy their own competitive-procurement requirements, so in most cases you can buy without running a separate RFP. What FAA and FCC rules apply to government-owned towers?
Structures over 200 feet generally require FAA obstruction lighting, and the FCC governs registration, monitoring, and outage reporting for registered antenna structures under 47 CFR Part 17. Many public structures are subject to both. See our complete guide to FAA tower lighting compliance.
How fast does a lighting outage have to be reported?
Under 47 CFR §17.48, any obstruction-light outage not corrected within 30 minutes must be reported so the FAA can issue a NOTAM, and the owner keeps that notice current until the light is repaired. LumenServe's compliance team monitors for outages and handles the filing.
Do we need capital budget to bring structures into compliance?

What changed with FAA AC 70/7460-1M?
Change 1 (October 29, 2024) added night-vision-goggle (NVG) compatibility: red LED obstruction lights now need infrared emitters so NVG-equipped pilots can see them. Recent LED upgrades may need review. See our breakdown of the infrared requirement.
