Never Paint Your Tower Again

For those tower owners with FAA Style A marking (painted towers with red lighting at night) there are some options to consider that can save you money on the periodic painting that is required to ensure proper compliance. Let’s first go over some background information.

Painting of the structure:

FAA Style A towers are painted for visibility to air navigation with certain requirements for painting of the structure. First and foremost, the painting must meet the FAA’s Aviation Orange color requirement - Federal Standard 595 color #17875 for the white and color #12197 for the aviation orange. There are also requirements regarding the total number of bands depending on the height of the structure. Cost of painting of the structure:

When evaluating the cost of painting a structure, there are five primary cost drivers:

  • Material cost of paint – This can range from $38 to $48 per gallon for paint and coating with each gallon covering roughly 400 sq. ft.
  • Tower type – There are three primary tower types - Guyed, Self-Supported, or Monopole. Each tower type is unique and requires a different amount of labor to complete depending on surface area and other factors.
  • Height of tower – As one would expect, the height of the tower directly impacts the amount of labor required to do the painting.
  • Tower location – Tower crews charge to mobilize to the site. The more difficult it is to get to the location, the more the tower crew will charge to get there.
  • Tower crew labor cost – The labor cost to paint your tower is based typically on the hours of work required for the project. Typically, prices will range from $19 per tower foot to $60 per tower foot depending on tower type, height and location.

Summary of tower painting costs:

Each tower is priced uniquely for tower painting. The prices can range from $4,000 for a nearby guyed tower at 200 feet to $60,000+ for a 1,000-foot broadcast tower in a remote area.

Annual paint test:

The Federal government rules require that he FAA’s “In-Service Aviation Orange Tolerance Chart” be used as the benchmark for determining whether a structure needs to be cleaned or repainted. Importantly, the requirement specifies that the annual paint test be performed at the top of the tower. After all, the top of the tower is the part that is most exposed to the elements and is most important to be visible for air navigation.

There are two potential cost impacts with this requirement:

  • Cost of Annual Inspection – Painted tower owners must test the fade of the paint and record the result annually. Since the FCC requires the test at the top of the tower, a certified climbing crew is required. The tower crew cost is driven by the mobilization requirements and the time it takes to do the test. If the tower is relatively close to the tower crew, the cost may be $1,200, but estimate can be more costly depending upon tower location, height and type.
  • Tower repaint may be required – The annual paint inspection may indicate that the tower needs to be repainted. The cost range for a tower repaint are as specified above.

Options to Not Paint Your Tower Anymore:

One option to eliminate the cost of periodic paintings is to get a new determination from the FAA to a tower style which is marked with obstructions lights during the day as opposed to paint marking. For example, if you have a 400 foot A2 style tower you could seek determination to convert it to an E2 style tower. E2 style towers do not require paint marking as they are marked with white lights during the day. This new determination and retrofit would eliminate the need for future painting and provide an opportunity to upgrade the lighting to new state of the art LED lighting. The Federal Aviation Administration has released a new Advisory Circular, AC 70/7460-1M , effective November 16, 2020, which details new rules and regulations for obstruction marking and tower lighting. Consequently, AC 70/7460-1L Change 2 was cancelled with the release of the new circular. Compared to Circular L-Change 2, most changes were minor and do not impact most tower owners, with the bulk of the changes involving new obstruction lighting rules for temporary structures like cranes. However, one change was implemented that does directly affect tower owners: the addition of new infrared specifications for red LED-based obstruction lights, which are now required for new LED lighting system installations. These new infrared specifications help ensure the safety of pilots operating with night vision goggles. Night vision goggles (NVGs) are increasingly being used by pilots to amplify visible light and ensure safety, and many NVGs have filters (notably a Class B filter) designed to reduce the adverse effects of cockpit lighting. These filters can make red LED obstruction lights completely invisible which presents a risk to pilot’s safety. Circular 1M requires that all new LED lighting system installations must feature LED lighting that is compliant with these requirements. Tower owners under older circulars are grandfathered in and do not need to meet these new specifications and can continue to use non-infrared LED lights. However, because there is a risk of a pilot misinterpreting a tower’s height, if a legacy (non-IR) specification, intermediate-level LED light is replaced with one that meets the new IR specifications, then the top-level light or lights must meet the new IR specification. This applies to all towers, even those governed under previous circulars. More information about the IR specifications can be found in our previous blog post .
